This project was carried out to finance the procurement of vehicles and equipment within the framework of the Council of Europe Development Bank-funded program to strengthen municipal resilience against natural disasters. Its objective was to enhance disaster preparedness and increase the resilience of urban infrastructure across Turkey.<\/p>

Accordingly, the report provided a comprehensive assessment of the fire brigades of metropolitan municipalities, focusing on needs analysis and financial evaluation of the projects. The study examined factors affecting the performance of fire brigades, identified regional-level requirements, and highlighted shortages in vehicles and equipment.<\/p>

  1. Assessment of municipal capacity:<\/strong> Review of institutional, managerial, and operational capabilities of municipalities.<\/li>
