Over the past decade, Turkey has implemented a series of regulatory and institutional reforms aimed at reducing and managing seismic risks. The scale of financial and technical support required to enhance the seismic resilience of residential buildings in the country is considerable. Despite the establishment of a legal framework to support disaster risk management-driven urban transformation, Turkey continues to face policy and financing challenges.

The main objective of this project was to develop two technical reviews of development potential for two selected metropolitan municipalities, providing practical and actionable insights to guide urban resilience and urban transformation planning.

To support the preparation of the Urban Resilience Project, the proposed City Resilience Program, funded under the program resources, will support the preparation of the following activities:

  • Area-based reviews: Conduct targeted assessments of development potential and evaluate financial models for resilient infrastructure investments in the two selected municipalities.
  • Private sector capacity study: Assess the ability of the private sector to invest in urban resilience and urban transformation projects and develop tools to facilitate its participation in such initiatives.
  • Municipal financial training: Provide training to municipalities on financial models for urban transformation projects, using content from a guidebook prepared under separate GFDRR funding.
