Vulnerability Assessment & Prioritized Investment Plan for Critical Assets

Services Provided During the Project
During this project, the following services were provided:
- Rapid Visual Assessment (RVA): Conducted RVA of 3,252 public facilities, including schools, hospitals, universities, fire stations, and police stations, covering a total of 5,382,000 square meters. Complete reports were submitted for all assessed buildings and facilities, including a prioritization ranking for each building based on vulnerability and risk.
- Preliminary Engineering Assessment (PEA): Conducted PEA for the most critical facilities identified during the RVA, covering approximately 1 million square meters of built-up area, including around 600 schools and hospital buildings.
- Detailed Engineering Assessment (DEA): Conducted DEA for the most critical facilities, covering 200 facilities with a total built-up area exceeding 400,000 square meters.
The services provided by VestA as a sub-consultant of Protek-Yapi Engineering Co. included:
- Assisting in the development of the methodology for RVA of critical facilities.
- Developing a GIS-based RVA application.
- Assisting in the development of the methodology for PEA for critical facilities.
- Prioritizing buildings for further intervention, considering both technical and financial aspects.
- Conducting detailed engineering analysis of selected buildings, including:
- Assistance with structural retrofitting designs
- Architectural renovation designs for selected options
- MEP and non-structural designs
- Assisting in the development of a long-term investment plan.
- Supporting training and capacity-building sessions for relevant stakeholders.
