In line with the Sustainable Development Goals (SDG) and the Sendai Framework (SF), the BEHTAB project was funded by the Government of Japan to enhance the resilience of health facilities. In this context, UN-Habitat mobilized a project for Iranian hospitals. The assignment was carried out based on the City Resilience Profiling Tool (CRPT) developed by UNISDR.

To improve the resilience of healthcare facilities, the BEHTAB project adopted a holistic approach covering multiple dimensions of hospital design, including:

  • Multi-hazard analysis
  • Rapid Visual Assessment (RVA)
  • Detailed structural assessment and retrofitting
  • Non-structural assessment and retrofitting
  • Functional analysis of existing facilities
  • Urban-scale analysis
  • Preparation of investment plans

Services Provided

  • Conducted Rapid Visual Assessment (RVA) for hospitals totaling 600,000 sq.m. (75 hospitals) and healthcare centers totaling 50,000 sq.m. (approximately 100 centers)
  • Conducted Preliminary Engineering Assessment (PEA) for hospitals totaling 160,000 sq.m. (20 hospitals) and healthcare centers totaling 22,500 sq.m. (45 centers)
  • Conducted Detailed Engineering Analysis (DEA) for the same hospitals and healthcare centers
  • Consolidated field data and prepared a list of requirements for the continuation of the study
  • Checked structural conditions based on the Iranian Seismic Code
  • Determined performance objectives, existing performance, and hazard levels
  • Modeled and analyzed the structures
  • Conducted cost–benefit analysis of recommended actions
  • Prepared Bills of Quantities and tender documentation
