Given that Afghanistan is highly vulnerable to various natural disasters, including earthquakes, floods, and the impacts of climate change, lessons learned from past events should be applied to additional cities and villages. Developing resilient master plans and risk-sensitive zoning development plans are among the most important tools for reducing risk, enhancing resilience, and promoting sustainable development. Using these tools, city planners can make more informed and rational decisions to mitigate the effects of natural hazards.
While zoning plans are typically prepared with a risk-sensitive approach, this plan additionally emphasizes climate resilience as a key feature.
Provided Services are as follows:
- Development of a multi-hazard city map based on detailed hazard assessments (geological, hydrological, and human-induced) using state-of-the-art modeling and scientifically proven approaches at both the macro city level and micro district level.
- Multi-hazard vulnerability and risk assessment for each identified hazard, employing advanced modeling techniques and best-practice methodologies at both macro and micro levels.
- Preparation of a risk-sensitive land use plan, addressing geological hazards (e.g., seismic activity, fault rupture, rockfall, landslides), hydro-meteorological hazards (e.g., floods, droughts, urban heat, landslides), human-made hazards (e.g., fires, biological hazards), and climate change-related phenomena.
- Development of a zoning plan and associated regulations to guide sustainable urban growth while minimizing risk.
- Preparation of a resilience-focused master plan for the city to strengthen its capacity to withstand and recover from natural and climate-related hazards.
