The Osmaniye Transportation Master Plan (TMP) is a long-term, city-wide strategy that serves as a blueprint for guiding the sustainable development of the city’s future transportation network. Its overarching goal is to ensure community prosperity and sustainability, in line with the vision to preserve and enhance a calm, attractive, and livable environment for residents, visitors, and future generations. This comprehensive TMP has been developed in accordance with the Provincial Policy Statement, the Growth Plan, the Osmaniye Municipality Official Plan and Transportation Master Plan, and the Town of Osmaniye Official Plan. The plan reflects the community’s aspirations to create a sustainable, connected, and accessible transportation system for all users.
Opportunity Statement
The Opportunity Statement identifies the key transportation challenges and opportunities facing the Town and sets the direction for future action.
Build a Multi-Modal Network for All Users
- Address gaps in the active transportation network.
- Prioritize connections for pedestrians and cyclists.
- Identify opportunities to connect active transportation routes with natural areas.
- Promote design excellence in streetscaping and public spaces.
Manage Travel Demand
- Encourage mixed-use and transit-oriented development to reduce reliance on private vehicles.
Prepare for New Mobilities and Technologies
- Develop policies that support innovative travel options and technologies, including tram systems.
Establish a Sustainable and Resilient Transportation System
- Redesign corridors to improve traffic safety.
- Provide diverse and efficient mobility choices for residents and visitors.
Planning Alternatives
Four alternative planning solutions were identified, assessed, and evaluated to determine the preferred approach for the Osmaniye Transportation Master Plan (TMP). Each alternative emphasizes different priorities and is expected to result in distinct outcomes for the city’s transportation system:
Alternative 1 – Do Nothing: Continue with existing provincial and regional transportation improvements without introducing additional local initiatives.
Alternative 2 – Expand the Road Network: Construct new roads, and resurface, widen, and urbanize existing routes to enhance vehicular capacity and connectivity.
Alternative 3 – Enhance Active Transportation and Transit: Focus on improving pedestrian and cycling networks, as well as enhancing the efficiency and accessibility of public transit services.
Alternative 4 – Adopt a Multi-Modal Approach: Integrate the strategies of Alternatives 2 and 3 to create a balanced, inclusive, and efficient transportation system that accommodates all modes of travel.
Recommended Approach
The Multi-Modal Approach (Alternative 4) was selected as the preferred planning direction. This alternative supports the development of a balanced, efficient, and inclusive transportation system, aligning with Osmaniye’s long-term vision for sustainability and livability. Based on this approach, a number of action items were identified to guide policy development and the continued expansion of the city’s transportation network. Furthermore, three potential tram corridors were analyzed in detail, based on projected future travel demand and network flow simulations. The most suitable corridor was ultimately identified as the preferred tram axis to support future transit-oriented growth and improve mobility within Osmaniye.
